Thanks for the single yet insightful presentation and also for helping Pedro on his journey! Well looks like Pedro already got lots of foundational help that will help improve his literacy (your concluding question). For example Setting the tone at the beginning of the course (this is presented in your step 1), will help him feel confident and not afraid to ask for help or show his incompetences in certain regards.
